Article 12 of Federal Law No. 128-FZ “On Licensing Specific Types of Activity” provides that a licence is required for distributing encryption facilities, maintaining encryption facilities, providing encryption services, and developing and manufacturing encryption facilities protected by means of encryption. Article 10-1, paragraph 4-1 of Federal Law No. 149-FZ “On Information, Information Technologies and Protection of Information” requires “organisers of information distribution” that add “additional coding” to transmitted electronic messages to provide the Federal Security Service with any information necessary to decrypt those messages.
